One may ask: why do municipal workers need health and safety training?

For many, many reasons.

Think of snowplow drivers, clearing off neighborhood roads in the middle of an icy night. Or municipal workers who discover discarded hazardous waste in a creek. Or local health workers who may suddenly need to respond to a public health emergency, such as a global pandemic.

The federal government has identified more than 5,000 workplace safety standards; local government is required to show compliance with all of them.

That is why the MCMJIF works with Skyline Environmental. Through health and safety classes throughout the year, the towns can fulfill all their training obligations while – more importantly – greatly enhancing workplace safety.

SCOPE OF SERVICES

The Scope of Services Skyline will provide to the MCMJIF is divided into the following three (3) Tasks.

  • Task 1.0 Provide MCMJIF Occupational Safety and Health Training.
  • Task 2.0 Provide Additional Safety and Health Issues Assistance to the MCMJIF.
  • Task 3.0 Complete the MCMJIF Client State of New Jersey Department of Health Right to Know Surveys.

TASK 1.0 PROVIDE MCMJIF OCCUPATIONAL SAFETY AND HEALTH TRAINING.

Skyline provides safety and health training sessions selected from among the following listing of required State of New Jersey Public Employees Occupational Safety and Health (PEOSH) Standards training for applicable MCMJIF Clients (Clients). All training sessions will be scheduled and conducted at mutually convenient time periods.

TASK SAFETY AND HEALTH TRAINING SESSIONS
1.1 Bloodbome Pathogens
1.2 Chain Saw, Tree Trimming and Chipper Safety
1.3 Confined Space Entry Awareness
1.4 Cranes, Overhead Hoists and Slings
1.5 Fall Protection/Ladder Safety
1.6 Hazard Communications/GHS/RTK Refresher
1.7 Hazardous Materials Awareness
1.8 Lockout/Tagout Awareness
1.9 Outdoor Work I Heat Stress Safety
1.10 Personal Protective Equipment
1.11 Respiratory Protection Awareness
1.12 Trenching/Shoring/Excavation & Soil Mechanics

 

TASK 2.0 PROVIDE ADDITIONAL SAFETY AND HEALTH ISSUES ASSISTANCE TO THE MCMJIF.

Skyline proposes to provide annual safety & health assistance, solely at the MCMJIF's request, to designated personnel. These additional annual assistance services may be related to diverse regulatory compliance and/or safety & health issues including, but not limited to, the following tasks:

  1. Provide Safety and Health Regulatory Compliance Assistance.
  2. Provide PEOSH-type Walk-Through Site Inspections.
  3. Provide American Red Cross certified First Aid/CPR/ AED Training.
  4. Provide Authorized OSHA (30-hr./10-hr.) Safety Training.
  5. Provide Authorized OSHA HazWoper (24-hr./8-hr.) Training.
  6. Provide certified Defensive Driving Training (approximately 6-hours).
  7. Provide certified Fork-Lift Safety Training.
  8. Provide ATSAA / MUTCD Traffic Safety/Flagger Training (approximately 4- hours).
  9. Provide Safety & Health Orientation (approximately 4-hours).
  10. Provide Supervisory Personnel Safety Awareness.
  11. Provide Hazard Communication/GHS/RTK Initial Training.
  12. Provide Bloodbome Pathogens Exposure Control Plan Assistance.
  13. Provide Emergency Vehicle Operator Training.
  14. Provide Fire Protection Plan Assistance.
  15. Provide Fire Prevention Training.
  16. Provide site-specific Fire Extinguishers (Hands-on) Training.
  17. Provide Emergency Action Plan Training/Drills Assistance.
  18. Provide Personal Protective Equipment (PPE) Hazard Assessment Assistance.
  19. Provide Confined Space Entry Program Assistance.
  20. Provide site-specific Confined Space Entry/Surface Rescue Drills.
  21. Provide Lockout/Tagout Program & Procedures Upgrade Assistance.
  22. Provide site-specific Lockout/Tagout Training Procedures and Drills.
  23. Provide SCBA Annual Equipment Refresher Training.
  24. Provide Machine Guarding/Hand Tools Safety Training.
  25. Provide Powered Industrial Trucks Safety (Articulated Vehicles) Training.
  26. Provide Respiratory Protection Program Assistance.
  27. Provide site-specific Respiratory Protection Training/Fit-Testing/P APR.
  28. Provide Contractor Safety Program Upgrade Assistance.
  29. Provide Hot Works Safety Training.
  30. Provide Compressed Gas Program/Training and Procedures Upgrade.
  31. Provide Spill Prevention Training/Drills.
  32. Provide Accident Investigations/Job Safety Analysis.
  33. Provide Monthly Equipment and Facility Inspection Procedures Assistance.
  34. Provide Indoor Air Quality Plan Assistance.
  35. Provide Air Quality Monitoring.
TASK 3.0 COMPLETE THE MCMJIF CLIENT STATE OF NEW JERSEY DEPARTMENT OF HEAL TH RIGHT TO KNOW SURVEYS.

 

Skyline provides MCMJIF Clients required completion of the State of New Jersey Department of Health (NJDOH) Right to Know (RTK) Survey Report in a sufficiently timely manner to submit the reports on or before the NJDOH July 15th deadline.

The Skyline Right to Know Survey services include, but are not limited to, a walk-through review and inspection of existing chemical containers for applicability of Right to Know labeling and a review and update of each applicable facility's Right to Know Central file book which includes copies of the applicable Survey(s), Safety Data Sheets (SDS)/Material Safety Data Sheets (MSDS) and the NJDOH Hazardous Substance Fact Sheets (HSFS) website.
